a bit dry. david jackson explains why certain kind of booze are being banned. david. >>reporter: it will be running a bit dry ken. that's right. if you look up and down street, you'll see that a lot of the bars and restaurants are open, even late on a weeknight like this. it has become quite a destination for people, even on weekend. the walnut creek department is saying there will be no new full bar liquor license issued for a year. >>reporter: walnut creek has pit its saturation point act coursing to police. they pour more alcohol than any city in california and that is too much for a police force of 65 officers. that's 15 less than the budget calls for. the moratorium is for the public safety, according to the police
